CONGRESS PASSES BIPARTISAN CONTINUING RESOLUTION TO AVERT GOVERNMENT SHUTDOWN

Washington, D.C., September 30, 2023

Today, in a significant display of bipartisanship, Congress passed a clean Continuing Resolution (CR) aimed at averting a government shutdown, securing vital government services, and providing more time for the completion of appropriations bills. The CR, which received substantial support across party lines, ensures that the government remains funded for an additional 45 days.

 

“Today's passage of the Continuing Resolution is a positive step to avoiding a government shutdown,” said Rep. Curtis. “While I'm pleased with this outcome, it's disheartening that some of my colleagues, who call themselves conservatives, didn't support an earlier resolution that prioritized resources towards addressing critical border security issues."

 

The CR extends government funding through November 17, ensuring federal agencies and programs continue to operate. Additionally, the resolution extends several programs, such as the Federal Aviation Administration, animal drug user fees, and the National Flood Insurance Program. It also provides emergency disaster aid of $16 billion. The bill is expected to receive the President's signature.

HELLO FROM WASHINGTON, GOOD NEWS, AND BAD NEWS. JUST MOMENTS AGO, THE HOUSE PASSED A CONTINUING RESOLUTION ON A VERY LARGE BIPARTISAN VOTE TO SEND OVER TO THE SENATE. IT KEEPS THE GOVERNMENT OPEN FOR ANOTHER 45 DAYS, WHICH GIVES US A LITTLE BREATHING ROOM TO FINISH OUR APPROPRIATION BILLS. I SAY IT'S GOOD NEWS AND BAD NEWS. I BELIEVE THE SENATE WILL APPROVE IT, AND THE PRESIDENT WILL SIGN IT. THAT'S GOOD NEWS. IT'LL KEEP THE GOVERNMENT OPEN. THAT'S GOOD NEWS. IT'S BAD NEWS, BECAUSE REPUBLICANS, PARTICULARLY SOME IN OUR CONFERENCE OVERPLAYED THEIR HAND. SEVERAL DAYS AGO, WE HAD A CHANCE TO VOTE ON A VERY SIMILAR CONTINUING RESOLUTION THAT WOULD HAVE INCLUDED BORDER PROVISIONS. ALMOST EVERY ONE OF OUR WISH LIST ITEMS FOR THE BORDER WOULD HAVE BEEN IN THIS CONTINUING RESOLUTION, WHICH WOULD HAVE FORCED THE SENATE TO DEAL WITH THE ISSUE AND I THINK WE WOULD HAVE MADE, WE MAY NOT HAVE RECEIVED EVERYTHING WE WANTED, BUT I THINK WE WOULD HAVE DONE A LOT OF WHAT WE WANTED IN THAT. AND YET, THESE HOLDOUTS WHO WOULDN'T VOTE FOR THAT, AGAIN, DIDN'T VOTE FOR TODAY. AND SO, THEY WOULDN'T UNDER ANY CONDITIONS VOTE FOR A CONTINUING RESOLUTION, EVEN WHEN IT'S FAVORABLE IS FIXING THE PROBLEMS AT THE BORDER. I APPROACHED ONE OF THESE TODAY I WOKE UP WITH THIS BRILLIANT IDEA. I SAID, YOU KNOW, THE PROBLEM WITH A WITH A GOVERNMENT SHUTDOWN IS IT PUTS THE PAIN ON THE WRONG PEOPLE. IT PUTS IT ON THE AMERICAN PEOPLE, AND IT SHOULDN'T BE PUT ON CONGRESS. SO, I APPROACHED SOME OF THESE PEOPLE WHO SAID THEY WOULDN'T SUPPORT A CONTINUING RESOLUTION. I SAID, HERE'S AN IDEA, INSTEAD OF A SHUTDOWN, WHILE WE PUT IN A CONTINUING RESOLUTION, THAT MEMBERS OF CONGRESS WOULD BE DOCKED IN PAY 5% FOR EVERY MONTH THAT THEY WEREN'T ABLE TO COMPLETE THE APPROPRIATIONS PROCESS. IF WE DIDN'T DO IT THE FIRST MONTH, IT'D BE 5% SECOND MONTH 10% UNTIL WE GOT OUR JOB DONE. I THOUGHT IT WAS A GREAT IDEA. REALLY FRUSTRATING THAT THE COLLEAGUES WHO WOULDN'T SUPPORT ANYTHING, ALSO WOULDN'T SUPPORT THAT ONE OF THEM LOOKED ME IN THE EYE AND SAYS I'M NOT GOING TO DOCK MY OWN PAY. AND YET HE'S WILLING TO TAKE AWAY THE PAY OF TENS OF THOUSANDS, HUNDREDS OF THOUSANDS WITH A GOVERNMENT SHUTDOWN, REALLY HYPOCRITICAL. WHAT'S EVEN MORE BOTHERSOME TO ME IS THOSE ARE THE EXACT INDIVIDUALS THAT WILL GO BACK TO THEIR DISTRICTS AND FUNDRAISE ON THE FACT THAT THEY DIDN'T VOTE FOR THIS CONTINUING RESOLUTION, SAYING HOW GREAT THEY ARE. ANYWAY, WELCOME TO MY LIFE IN WASHINGTON. I WILL KEEP YOU POSTED AS THIS TWISTS AND TURNS. THANKS.
